CA. Sebastian Perumbancheel Devassia

CEO & Co-Founder

Co-founder who leads business solutions and advisory, with over 25 years in finance, accounting, budgeting, ERP and corporate finance across Oman’s power sector, hospitality and the UAE.

Since 2017, has led advisory, accounting-support and reconciliation engagements for hospitality, power and water, and government clients.
Prepared the fixed asset register for 17 hotel properties covering 110,000+ assets, including physical verification, tagging and reconciliation with the Oracle general ledger.
Led physical counts and inventory reconciliations for 4 IPP projects (25,000+ line items), and a 120,000-item inventory count with procurement SOP gap analysis for Oman’s electricity transmission company.
Reconciled customer accounts, billing, collections and receivables between CRM, billing and Oracle systems for an electricity distribution company.
As Deputy Finance Manager – Finance & Budget of a state electricity company running 36 power stations and 6 desalination plants, played a key role in securing RO 100m of bridge finance from HSBC for capital projects.
Prepared annual budgets of US$260m CAPEX and US$200m OPEX, consolidating 200+ capital project line items.
Part of the Oracle 11i to R12 upgrade and introduced the Projects module for capital projects.
At the electricity holding company, prepared IFRS group accounts, budgets for 8 subsidiaries and regulatory accounts.
Earlier career in statutory and internal audit practice in India, as senior auditor in Abu Dhabi, and as finance manager consolidating 10 branches for a dairy marketing company.

Leads corporate finance and regulatory consulting through his own practice, drawing on 13 years with a regulated power distribution utility with a US$2.3bn asset base, where he served as Manager Corporate Finance and acting Senior Manager Finance.

Led and coordinated the company’s long-term fund raising, including OMR 240m of syndicated loans (Tranche 1).
Delivered a US$500m sukuk issuance (Tranche 2), plus revolving credit and working capital facilities.
Lead player in the first sukuk in the electricity sector, named IFN 2017 Ijarah Deal of the Year.
Led the Price Control opex team for the regulator’s PCR IV review.
Headed the budgeting and corporate finance function for over 11 years.
Represented the company at the 2019 JP Morgan Emerging Markets Credit Conference in London, meeting 44+ investors across 10 meetings.
Developed the company’s first ESG framework and coordinated its MIS and business reporting.
Earlier roles include internal audit manager at a ship design company, chief accountant at a logistics firm, US tax preparation in a KPMG-serviced BPO team, and statutory and tax audit practice in India.

Co-founder and Director of Audit & Taxation, with over 20 years in IFRS accounting, group consolidation, budgeting, funding and taxation, including 12 years in senior finance roles at Oman’s electricity holding group. Trained at a Deloitte member firm.

Since 2017, has led and reviewed fixed asset register preparation, physical verification and tagging for 18+ hotels, receivables reconciliation between Oracle and the Orion billing system, and the internal audit of a listed company in Oman.
As Budget & Finance Manager and later Group MIS & Analysis Manager, led group budgeting and planning and secured approval from statutory and regulatory authorities.
Negotiated with banks and financial institutions to raise long-term funding and non-fund-based facilities on favourable terms.
Prepared projected financial statements and cash flow forecasts to assess financial viability and growth opportunities.
Monitored group funds flow and cash flow, and presented group business reports and variance analysis to senior management.
Unbundled the ministry’s accounts into the new sector companies, preparing their opening trial balances and fixed asset registers, and led the Oracle R12 migration as functional lead.
Liaises with tax authorities on compliance and exemptions; delivers valuations and due diligence for business acquisitions.

Reviews internal controls across CAPEX, procurement, revenue leakage, HR and IT assets for corporate and public sector clients.
Designed an IFRS financial statement model for a US$1.9bn-turnover listed group of 5 entities, cutting reporting time by 30%.
Assessed feasibility and controls for a US$300m initiative and presented the business plan to the Board and shareholders.
Prepares 5-year business plans and board financial packs for regulated utilities, and reviews client budget models.
Manages compliance and reporting for a 25-company portfolio; developed internal audit charters and finance, procurement and HR manuals.
Led a 20-member team reconciling 130,000 assets worth US$1bn+ across 19 hotels in Oracle.
Built a financial model that helped a tourism company secure RO 10m of investment funding.
Earlier, as Audit Manager in India, supervised teams of up to 22 staff on audits of central and state PSUs, freight, courier, commodities exchange and insurance entities.
